I do not know what they use on LittleGolem, but I
helped implement the declustering rules on Richard's
PBEM server. I can send along specifics after I look
back at the source code but the general rules were
suggested to me by Kris Burm were essentially:
1) Make sure the Dvonn pieces are not all on one end.
2) Make sure that neither player gets a majority of
the edge locations.
