All good points, which is why I put the quesstion out there. I wanted to get
some dispassionate views on whether or not this even needs to be addressed. I
guess I tend to agree that a house rule is not necessary.

Seems to me that the Russians did this sort of thing all the time historically,
although I could be wrong.

Why would you want a house rule to stop this sort of thing? It's a guaranteed loss of BPs for the attacker, even though it has an effect on an adjacent hex....
