And I've always understood the Majors get DoW'ed first, followed by the Minors. How can "They _then_ all announce..." be construed to imply simultaneity? Had

Well it's very common that Italy doesn't DOW Belgium, only Germany does, and the Italians therefore become at war with Belgium when the CW aligns them. This

Actually the DOWs are resolved simultaneously, they are just declared in order (there is but one step for DOWs), at least that's how I've always understood it.
