Strategy ratings are most commonly used for roll offs. You will see in
a lot of the scenarios where the first turn, or some other choice is
decided by a dice roll. The Strategy Rating is the number of dice you
will roll in this roll. So if you have a SR of 2, and your opponent has
an SR of 3 you will roll two D6, and he will roll three D6, with each
of you picking the "best" one as your result.
Sometimes the roll is not done and the straight up SR is used to
decide. Read some of the scenarios and you will see where, and how it
is used.
