They count as a two-handed weapon. The printed "real" rule is more
of an effect of there is no rule stating that "Terminators count two-
handed weapons as a one-handed weapon" anywhere, so you default to
the standard rulebook rules about weapons - i.e., models can be
equipped with 1 two-handed weapon and 1 one-handed weapon __OR__ 2
one-handed weapons. So the Chaos Terminator can have a Combi-Bolter
and a power fist (for example) but will never benefit from an extra
attack for having two one-handed weapons.

Don't have access to my books. I believe they were indeed in a White
Dwarf issue as well as in one of the Chapter Approved codexes. I'll
