If an officer base is in base to base contact with
another base that's in melee... does the officer suffer the same
consequences as that base if it loses the melee.. i.e. does it
rout/pushed back with it?

It has bee a while for me too, but as I remember it he routs/recoils etc with the unit. His problem is the greater danger of being killed/wounded.
