Okay, my standard way of using Skaven is as follows (with the caveat that I very
rarely play games with magic in them).
I crew the warpraiders usually with a minimum crew as they tend to explode very
quickly.
Deathburners - have a mix of crew types between squadrons, so some have storm
vermin and are a boarding squadron and others have clan rats.
Bell - load up as a huge floating boarding platform so that even when the bell
breaks it can still be a formidable fighting platform , or go round re-crewing
ships which may be okay but have lost crew due to the skaven jumping off from a
critical hit.
Warp raiders i tend to then point at big ships / wolfship squadrons and hope
that they start lots of fires before blowing up.
deathburners then tend to back them up and board as they stand a chance of
removing a crew beforehand, and can be piled up with crew (also the skaven are
very manouverable so can always approach from the least defensive fire side of
the ship).
I play the deathburner cloud as an attack, although I know it has to always make
it, so if a critical result says no firing, then it doesnt go off. If it wasnt
an attack, then I suppose you could argue that it fires even if there is no crew
on board.

It's not said to be an attack. Just place the template automaticaly and have its
effects resolved.
