I tend to agree with Joe. Defects should be a way for their players to add depth
to their character, and I feel the defect costs in T:EPT encourage this. And
certainly if they did not provide the players with more points, no one would
ever choose them. I've played in some RPGs where the GM placed a cap to prevent
the characters from becoming bloated with defects. In another RPG, the players
were all asked to make up their own backgrounds, using the defects as
suggestions, in exchange for a universal character point bonus. This may be a
good option for your game if you'd like to encourage players to take defects to
better define their characters and they're hungering for more points. I believe
Howard's idea might be a reasonable way of handling this as well.
