The phrasing in the original rulebook is "enhance the abilities of
believers"; there are miracles in the original rulebook with axiom
levels lower than 9 which do affect other people so I guess that
restriction does just apply to enhancing abilities. Three examples -
Common Ground affects the attitudes of the characters involved,
Refresh restores skills and knowledges lost due to mental damage and
Soothe removes non-wound damage, all three are Spirit 7.
