That though is an axiomatic effect, Nippon Tech's Spirit axiom of 8 is
not high enough to allow for miracles that can be used to affect the
abilities of anyone other than the focus-providing character, that
takes a Spirit axiom of 9 (Core Earth).
The +3 penalty is not for whenever the priest provides the faith, it
is only for when the beneficiary of the miracle is not providing the
faith themselves. If the priest is the beneficiary of his own
miracles, the modifier is not applied.
