A little Google research has brought up an issue with WH40K:

Are Warhammer games always fought as two armies each of equal points value
meeting on opposite sides of a table? YES.

Does Warhammer have any command structure beyond (expensive) hero figures ? NO.
WH leadership seems to be soly based on the ability to go toe to toe with the
enemies leader figure! CORRECT.
They might as well fight a duel and let the grunts stay home. QUITE AGREE.

Is there no Strategy or scenario involved!! ? DON`T BE DAFT.GAMES WORKSHOP AND
STRATEGY SHOULD NEVER BE USED IN THE SAME SENTENCE.(SAME APPLIES TO MILITARY AND
INTELLIGENCE).

I could be barking in completely the wrong forrest here. NO,YOU`RE SPOT ON.

Do we just need Slammer stats for WH40K figures, then make up our own forces
and scenarios ? YES.
