Ladies, gentlemen.

I am here to table a new resolution for discussion and debate. In drafting
this resolution, we have taken into account the pressing needs of the people
of Kantu, the need to end this bloody and merciless war, and the need to
conform to international laws.

Chiefly, we are proposing the creation of a new body, a department, within the
structure of the United Nations. The SCUN Humanitarian Mission to Kantu,
which will coordinate the international humanitarian efforts in Kantu. This
organization would not be allowed to operate without the consent of the
government of the day, and will operate in the territories allowed to it by
the governments.

It's mission will be to distribute aid, be they medicine, foodstuffs, or other
humanitarian assistance, to the people of Kantu directly, operating separately
but with the input of the government. The positives of a coordinated aid
effort far outweigh any negatives. Firstly, a standardized system of rules
and requirements for the distribution and receipt of this aid avoids the mess
that can result from multiple governments attaching multiple strings to their
packages. Secondly, a coordinated effort can take advantage of coordinated
expertise, ensuring that the aid will go to where it is needed the most. And
thirdly, the focused effort of a single, internationally funded and supported
organization will be able to take a comprehensive and big-picture view of the
work before it and what areas need to be covered.

The second part of our resolution calls for coordinated international peace
effort to be headed by regional leaders. We are committed to the principle of
home-made solutions to home-made crises. Arbitrary imposition of what we may
think best is not always, and cannot always, be the best possible solution.
Negotiations are the only way that we will be able to bring a lasting,
plausible solution to this terrible situation. We must bring these two
parties together in neutral territory and show them that continued fighting is
not an acceptable outcome.

We must lobby hard to bring these two governments to the bargaining table, and
in order to do this we must apply pressure. This is why our resolution calls
for immediate sanctions on the PRK and RK, blocking arms sales and sales of
technology that could be used to produce weapons. We are calling for an end
to support granted to one side or the other as that is not, as some may claim,
a pragmatic approach. The only beneficiary of such a policy is Death, who
will soon find his grim cohort has swelled with new comers. The people of
Kantu will not benefit from a one-sided victory, and neither will the
international community.

A government imposed by war is not legitimate. The GDC speaks from
experience. Kataan, Vetlanda, West Nivikaarn and Neepon were all conquered by
the Unionist Federation in pursuit of a grand ideal, but what has become of
the Unionist Federation? It has been pushed to the wayside in favour of a
compromise solution -- a functioning democracy where decisions are made from
the ground up, not from the top down. A government based on the will, and
formed by the consensual agreement, of the people is the only way to return
stability to this nation.

You will notice that our resolution does not call for a peacekeeping effort at
this time. We feel any use of troops must come from a separate resolution at
a time when it is more practical to proceed in this direction. A peacekeeping
effort now will bring no peace, only expansion of the conflict to include
other nations. As our respected colleague from Pochata pointed out, the
conflict has not spread from Kantu. But I ask you, if we were to send in
troops now, how long until we are also targets of the violence on our home
territory? How long until we have a terrorist problem on our hands? How long
will our own people accept the loss of their sons and daughters in a far off
country when we have little to show for their deaths? These are rhetorical, I
have no answers, but neither do I wish to know.

So, my friends, I ask you to consider our resolution. We gladly invite the
input and suggestions of the international community on this resolution.
Action must be taken, but we must be sure that it is the best possible action
we can take. Thank you.

Resolution regarding the People's Republic of Kantu and the Republic of Kantu

Drafted by the Greater Democratic Commonwealth's delegation to the SCUN.
----------------------------

1) The General Assembly hereby agrees on a coordinated international effort to
bring stability and security to the people of Kantu.

2a) The General Assembly hereby agrees to establish a SCUN Humanitarian
Mission to Kantu (SCUNHMK), to be funded by the Scandian United Nations and
staffed and headed independent of any particular nation, or groups of nations.

2b) The SCUNHMK will see to the distribution of aid to the Republic of Kantu
and People's Republic of Kantu, based on the needs of the people who are to
receive it. The SCUNHMK will work with the governing authorities whenever
practicable.

2c) The SCUNHMK will not operate in any territory it has not been allowed to
by the governing authority.

3a) The General Assembly will take the steps necessary to bring the two
parties together for negotiations.

3b) The General Assembly officially recognizes as the Line of Demarcation
between the two parties to be the border existing at the time of this
resolution's passing.

3c) The General Assembly will impose sanctions on both parties, restricting
the sales of armaments, weapons technology, and technology that could be used
for military purposes to the PRK and RK.
