The Social Republic of Schwerdt respectfully submits the following resolution to the members of the Scandian United Nations and urges their careful consideration and adoption thereof.
RESOLUTION FOR THE SANCTION OF THE CURRENT STATE OF KANAN-MORI CALLING ITSELF THEOCRACY OF SARAPHIA
WHEREAS, a group of religious zealots have seized power from the legitimate government of the Theocracy of Kanan-Mori and is calling itself the Theocracy of Saraphia, and
WHEREAS, the current ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, is ruthlessly supressing opposition and failing to respect the human rights of innocent people it labels as "infidels," and
WHEREAS, the current ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, has threatened to extend its lawlessness to the larger community of nations, and
WHEREAS, the threats of the current ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, include the stated intent to use weapons of mass destruction and criminal terrorism in an effort to unlawfully subjugate millions of people who are citizens of respected and recognised members of the international community,
BE IT, THEREFORE, RESOLVED that the Scandian United Nations and its members hereby declare the ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, a rogue state and criminal organisation, and
FURTHER RESOLVED that the Scandian United Nations and its members hereby impose economic sanctions on the the ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, such that all trade, with the exception of humanitarian relief to civilians involving only foodstuffs and medical services and supplies, is prohibited, and
FURTHER RESOLVED that the Scandian United Nations and its members hereby establish a military authority to provide command and control for the legitimate response of member states to illegal military or terorrist actions taken by the ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, with leadership of such military authority to be vested jointly in the Kingdom of Limor and Limadestan, Austral Confederation, and Iudean-Cruestian Republic of Appias, who are most directly threatened by the ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, and that such military authority has the full and complete sanction of the Scandian United Nations and its members, and
FURTHER RESOLVED that the Scandian United Nations and its members are sanctioned to take any and all appropriate steps to protect their interests and citizens with regard to criminal actions by the ruling power in Kanan-Mori, calling itself the Theocracy of Saraphia, so long as such steps recognise the rule of law and include reasonable precautions to adhere to the generally accepted international principles of the law of land warfare, including the respect of non-combatants and religious and cultural institutions, and
FURTHER RESOLVED that the Scandian United Nations and its members shall maintain such sanctions, military authority, and means of self-protection until such time as a legitimate government is restored to Kanan-Mori, such area now calling itself the Theocracy of Saraphia, or until this resolution is superseded by another resolution adopted by the Scandian United Nations and its members.
