RESOLUTION OF RECONSTRUCTION IN ATTICA

WHEREAS, the results of war have been catastrophic on the people and infrastructure of Attica and
WHEREAS, the nation of Attica is unable to reconstruct itself without a significant amount of foreign aid and
WHEREAS, the peoples of Scandia are obliged, in the spirit of humanity, to help the Attican people
BE IT RESOLVED THAT
1. The Scandian United Nations hereby establishes the Scandian United Nations High Commission for Attica, to be abbreviated as SCUNAD, which will be responsible for the oversight and implementation of the reconstruction of Attica
2. That SCUNAD shall be governed by a board of commissioners, consisting of one representative from each of the following nations: The Kingdom of Vetlanda, The Austral Confederation, The Democratic Nation of Sunamia, The Confederation of Haromszek, and the Social Republic of Schwerdt. The Loirisian Republic of Attica and the City of Noumakaba will share a seat on the commission. Of these nations, a Chairman will be elected from amongst the board. Additionally, another member of the commission will be appointed by means of a vote of the commission, that member being either a Niverian or Kwasinan country.
3. The SCUNAD shall partition Attica into seven zones, with each administered by an official chosen by the respective nation who holds a commission seat. Within these areas other SCUN nations shall also be given responsibilities for reconstruction. The zone surrounding Madrea shall be reserved for the Loirisian Republic of Attica, with the High Commission being headquartered in Madrea itself.
4. The Loirisian Republic of Attica shall maintain supreme sovereignty over its territory.
5. Personnel of the various states involved in reconstruction shall be subject to both Attican law and the law of his or her home country. No crime committed in Attica under any auspices or within any jurisdiction may carry the death penalty. Foreign nationals may only be tried by a tribunal or court of his or her country of citizenship, and his or her crime can only result in punishment of expulsion from Attica, not imprisonment within Attican territory, except in the case of holding for trial. All foreign nationals are the responsibility of their countries of citizenship.
6. The SCUNAD will be financed through the permanent budget of the Scandian United Nations and through the donations of member countries.
7. The SCUNAD will also coordinate distribution of funds from an escrow account, established in Jakobsborg, Vetlanda, and managed by Jacobsen Financial Group, which will consist of donations from member states plus the revenues of all petroleum sales from crude oil derived from Attican sources by VetPetrol Group.
8. Funding will be given in an equitable manner, and will be co ordinated by the Commission Chair or a deputy of his or her choosing.
