Honored gentlemen. I will be uncharacteristicly brief. Each of you has received the wording of a proposed new resolution with regard to the crisis in Kantu.
 
Permit me to review the current state of affairs. The Republic of Kantu, or RK, initiated military operations against its rival Peoples Republic of Kantu, the PRK, which is a member of this auspiciuos body. Although unconfirmed, there are reports that RK's prosecution of military operations has included substantial numbers of attrocities. We have all seen the television news stories which suggest such claims have merit.
 
Various national and non-governmental humanitarian relief efforts began to provide food and medical aid to civilians affected by the strife in Kantu. Subsequently, the RK began attacking unarmed vessels and planes carrying humanitarian aid and non-combatant relief workers. This is a clear violation of international law and generally accepted conventions on the acceptable prosecution of land warfare. As a result, the matter became one of global importance, no longer an internal Kantu matter. Further, the RK marked itself as a criminal organisation with responsibility for hundreds, if not thousands, of murdered innocents.
 
Since several concerted efforts at achieving a diplomatic solution have been either directly or indirectly rejected by the leadership of the Republic of Kantu, we are left with no alternative to seek regime change there. The time for debate has come to an end. It is now time to act. Schwerdt, therefore, urges the considered approval of the resolution to effect regime change in the Republic of Kantu.

Resolution
to Bring Regime Change and Justice
in the Republic of Kantu
 
WHEREAS the leadership of the Republic of Kantu initiated military operations against the Peoples Republic of Kantu, and
 
WHEREAS there are various allegations of crimes against humanity by the forces of the Republic of Kantu in its military operations against the Peoples Republic of Kantu, and
 
WHEREAS forces of the Republic of Kantu have wilfully and purposefully fired upon and otherwise militarily attacked unarmed civilians, vessels, and aircraft both in international waters or airspace and within the territory of the Peoples Republic of Kantu, said unarmed civilians, vessels, and aircraft being engaged only in provisions of humanitarian food and medical assistance to non-combatant civilians in desparate need of such aid, and
 
WHEREAS the forces of the Republic of Kantu launched a massive and deliberate attack against naval vessels of Limor and Limadestan in international waters, said attack being without provocation and against a third party not involved in the Republic of Kantu's dispute with the Peoples Republic of Kantu, and
 
WHEREAS the leadership of the Republic of Kantu is in direct control of the forces of the Republic of Kantu,
 
NOW, THEREFORE, BE IT RESOLVED that the leadership of the Republic of Kantu be formally declared criminals under international law and conventions, and further
 
RESOLVED that the regime controlled by the criminal leadership of the Republic of Kantu is declared illegitimate and without merit or authority, and further
 
RESOLVED that such military forces as may be necessary shall be assembled into a coalition with the authority to remove the leadership of the Republic of Kantu from power and to bring as many persons believed to have committed crimes against humanity or war crimes to stand trial before an international tribunal, and
 
RESOLVED that command and control of the aforesaid coalition shall be determined by those nations who choose to join the coalition, and
 
RESOLVED that the aforesaid coalition shall be authorised to use any means it feels necessary to effect this resolution except that the coalition must, at all times, operate within the confines of the generally accepted conventions on land warfare, including the protections of non-combatants and historical and cultural sites, and that the use of atomic (nuclear), biological, and chemical weapons, devices, and agents is strictly prohibited, and
 
RESOLVED that the aforesaid coalition shall be responsible to administer the rule of law in the territories from which it evicts the former governance of the Republic of Kantu until such time as a new, recognised government can assume responsiblity for the Republic of Kantu or if the aforesaid coalition is relieved of this responsibility by authority of the Scandian United Nations, and
 
RESOLVED that the Scandian United Nations shall establish an independant and international tribunal to assemble any and all evidence for the prosecution and defense of those accused of crimes against humanity and/or war crimes, and
 
RESOLVED that said international tribunal shall have the power to pass judgement on those accused of crimes against humanity and/or war crimes, including the determination of guilt or innocence and the levying of punishment for those determined to be guilty, and
 
RESOLVED that said international tribunal shall operate in accordance with and adhere to all generally accepted precepts of international law and conventions, and
 
RESOLVED that the Scandian United Nations Assembly shall be the forum for interpretation or clarification of this resolution, should it become necessary, and that all powers that agree to this resolution or proceed to act in accordance with it shall be bound by such interpretation or clarificaiton.
