Do move to one of planets which joined and ask to become Federation citizens. Trust me it’s that easy, and for a long time now. I was not... :: sigh :: “born” in a Federation space. No. It’s unacceptable. Your people have to know and agree to what membership may bring to them.

Labria: Yes, that’s true. You can restrain even forbid a number of people to ever land on a Kaclla. But you cannot forbid attempts for trade or communication. And what will you do once your little people find out you entered an association they have never heard about? How will you explain them station orbiting their planet without revealing the truth?

Labria: Yes my last demand is to held talks by the use of technology. We can prepare, or better say build rooms for each of you to use during talks. We call it holodeck. You’ll be able to see the rest of us as being in a same room, but will be there as holoimages. That way we’ll avoid confrontations about where to hold meeting and how to provide security for any and all!
