Actually it is 3.5.

But you are more than right about the cost. It is $35 for just the
core books. Past that you ahve to pay for every splat pack, options
book, or any other addon they made. Now I admit I paid for a lot of
those myself and honestly spent nearly $200 on all the books to get
them in there. Then WotC decided to cancel all external companies
publishing of their material (I mean both CMP and Paizo for Dungeon
and Dragon). So in the end it was a big waste of money. I ahve yet to
check out CMP's own character tool but tahts because I do not want to
shell out the cash again.
