However, to answer your question -

We have the Unearthed Arcana Set (Available on the PCGen_Experimental
Yahoo Group Site) that has some of those variant rules.

If you just want to jump in and do it yourself - you'll need a text
editor, read the docs with the program and patience.
Make three templates in the template file

Name them want you want (standard naming convention is the name of the
object matches the ability)

Example:
Action Points <tab> TYPE:VariantRule <tab> SAB:Action Points %CHOICE
<tab> CHOOSE:NUMBER|MIN=1|MAX=100|TITLE=Action Points|PREAPPLY:ANYPC

Repeat for the rest.
