If you
lose the province even for one phase, YOU HAVE LOST IT, now when you retake it,
even next phase or next turn, you HAD LOST IT, there for it is now a new build.
That is
the way I see it.

Any answer... to any question, that contains the words "should be"
is suspect and not trustworthy. I do not know who wrote the Q&A in
the rule book but, that one is definitely wrong.
Can you build troops in a newly conquered province? Of course not.
Once your province was taken, and you then took it back, it is a
newly conquered province to you. No troops will be built.

Q: If I give orders to build troops in a city and an enemy force
takes it in the 1st move-phase and then, in the 2nd move-phase I
take it back (so at the end of the movement, it belongs to me), then
my troops will be build, right? I looked in the rulebook and it says
that if you defend your city, your troops will be built (and I am
sort of defending it :)
A: Yes, they should be built.
