I looked in the rulebook and it says that if you defend your city, your troops will be built (and I am sort of defending it :) A: Yes, they should be built.

Not to question you Admiral, but I wondered about that answer my self. I thought that once you had lost a province that, YES all orders would be lost as well. Even if you got it back right way by some method, The orders would be gone.
