Yes, they do have it on their website. It's accessed from the old d20 URL (which
now points to 4e):

The OGL is good in perpetuity. It doesn't "expire." Now, the logo licenses have
been "turned off," which means that you can't use a d20 logo on your books but
that is separate from the OGL.
If this is going to be something that you plan on publishing, whether
commercially or for fun, I really suggest that you read and learn how the OGL
works because if you don't understand this aspect of things properly then
there's a good chance that you'll misunderstand something more important later
on.
