Yes, you can use the OGL for content that was released under that
document and there is no way for WotC to withdraw it.

D&D 4e doesn't use the OGL, so you can't take any content from the 4e
books. In theory, since the recent revision, it is now possible to use
both the OGL and GSL in the same product, but there are complexities.
