Although bowing for the favor is considered performing a political action the
answer is
technically NO, but that is because there is a difference between NEGATE and
CANCEL.
You can "NEGATE" a lobbying attempt by instigating a duel with a ninja
personality. If they accept and lose, it is NEGATED. If they refuse, it is
negated.
This is actually better, because a canceled action is considered to not have
happened. So your opponent could bow another personality to lobby for the
favor again. A negated action, would be considered to have happened, and your
opponent could normally not lobby for the favor again that turn.

A Follower providing "+X Force" has "X" Force of its own.
I do not understand the question. Normally, if a personality has a
follower attached to it, the personality can not be targetted by a range attack.
It
does not matter what type of follower it is. So if the unit is targetted by
a range attack, it is considered to target the follower first. Because the
follower has +1 in the force section does not mean, it does not have any force..
That is the amount of force it contributes to the unit as well as the
personality. I belive it has been ruled that the follower would need to have a
range
attack of 1 or greater to destroy it. Once it is destroyed the unit would
lose one force, and be acceptable to more range attacks.
I am sure that is not what you are asking, but if you do not give me a more
specific question, I can not answer.
