Even before Katrina, New Orleans was a cesspit of crime and
corruption. They had the highest degree of corruption of any police
force in the Western World and graft and bribery were de rigeur for
the city government
If you want crime, look at US crime statistics. Newark, New Jersey has
the highest incidence of theft and assault in the US, per capita,
Dallas has the highest auto theft, Providence Rohde Island is the rape
capital and Washington DC the murder capital. These are all per capita
