To start with Membership needs to require Approval to
stop spammers from automaticaly joining. Often times
the Id of spammers is easily recognized as having been
machine generated.
Second, the first post of any member needs to be
Moderated. Only after a new member has demonstrated
that he or she is not a spammer by posting an on topic
message, does the membership become Unmoderated
allowing the member to post freely.
Third, the first time a member posts off topic or spam
they should receive a warning from the moderator. The
second time they are gone.
Of course this assumes an active moderator or list
owner who regularly checks the group. I would suggest
that the list owner or moderator seek out several
assistant moderators so that one person does not burn
out or fall behind in monitoring the group.
