I have this problem as well.
And since much of what happens in my group is a lot of collaborative
threading with two or three writers doing joint posts, I feel like
it's a lot easier to get started that way. All people have to do is,
you know, express an interest.
I think it sounds like you've done everything you could, and
personally, I think if they keep spending so much energy saying that
they're going to post and then not doing so, you're perfectly within
your rights as a GM to tell them to put up or shut up.
But then, heh, I have a lurke3r policy that is hard to enforce.
People are going to be shocked around the end of the month because
the mods and I have decided we need to start enforcing it. LOL.
