"AB 3021 (Núñez, 2006) created the California-Mexico Border Relations Council. The Secretary for Environmental Protection serves as the Council Chair. Linda Adams, Secretary of the California Environmental Protection Agency, asked if I would be interested in giving "a presentation" at this meeting.
I have nothing beyond an idea in my head.
That idea:
(Well, that is a hard one to nail down.)
The current state of Imperial and Mexicali valleys is one of relative peace. Imperial County is suffering tremendous economic difficulties (more so then usual) and Mexicali seems to be hemmed by national circumstances.
Imperial County and Mexicali share relations of blood and commerce. (This could be why Mexicali is the most prosperous Mexican border community.)
In "The Green Collar Economy," Van Jones http://en.wikipedia.org/wiki/Van_Jones mentioned how "going Green" can have an uplifting effect on those in poverty. He also stressed how it created new careers, taking un-skilled and semi-skilled labor and giving them simple and easy training to start working jobs that keep them in the same community, thus further stabilizing the area.
The concept I am proposing is that we bring "Green Jobs" and industry to Imperial County, and then begin fostering growth of similar industry in Mexicali.
The desired effects:
1. Job growth and quality of life improvement in Imperial County.
2. Helps American business grow and develop new markets.
3. Increasing Mexicali's economy will increase the economy it has with California (and Imperial County).
4. Greening Mexicali will provide jobs, clean up some pollution while developing a culture of people that will further clean up their environment, and provide an alternative to drug cartels and violence.
5. Improve the "image" of Imperial County and Mexicali, drawing in more business and investment. This can lead to providing more job opportunities for residents of both communities.
This notion is very much in line with the "Mega Region" concept, that is being supported by the Imperial Valley Economic Development Corporation http://www.ivedc.com/ , as well as it's sister organization in San Diego, and respective ones in Tijuana and Mexicali.
Since money is an issue, Imperial County is offering various incentives to attract businesses (economic development zones, employee incentives, training, support organizations, etc).
This is a tough nut to crack open....
The ultimate goal is to create jobs.
To create jobs, there needs to be ... a large, semi-coordinated, comercial-industrial alignment.
One company offering a "green" product is not enough. One "green job" is not enough.
Several companies offering green products will have the best success. Especially if these businesses have the ability to interact with the IV and establish support business structures, thus furthering developing the green sector of the economy.
(Example: If a paper production company establishes in the valley, a local company could spring up that gathers the paper.)
Bringing these Green Businesses into the community is the first step, the second is bringing those buinesses together (thus making them feel supported) and establishing an organization that will: 1) facilitate bringing in more green business, 2) coordinate expanding green business into Mexicali.
So, the third "step" is movement into Mexico.
Now, if things are done right, Imperial County will gain a lot of attention and recognition. This will lead to further support from our governmental bodies, which should lead to further business.
