Just to give you something to think about... some population numbers for cities. These cities have 2 spires in EiH: Gibraltar (?), Bremen (40,000 in 1800),

I know, the number of spires is *not* the actual size of the city, but it is "garrison capacity". Of course, garrison capacity is at least based on the number
