While the Sharn book seems silent on the topic, the impression I get
is that there are a few bridges crossing the chasms between the
plateaus. The only thing close to a hard-and-fast rule on the topic is
that you can get anywhere in town on foot in 6d6 x5 minutes. Also, the
impression I get about skycoaches and the like is that they're mostly
designed for personal transport, and you still need a way to get bulk
goods onto, say, Menthis plateau.
