This is a guess, but a possibility is that if you need to specify the fleet location in the army order then you need to designate the fleet's coast in the army...
I believe I found and fixed the problem, and you should be able to send mail to dpjudge@... once again, and the openings list should not be saying USDP...
I'm running a private game (anastasia) on the DPJudge. The majority of the players are in or near Melbourne, and so I've set the game timezone to match that....
