Yes, but with a properly formed beginning party, and the fact that you can
defeat multiple gangs of ruffians at night in the slums, this effectively
cancels out the rep hit, because you gain as many as 3 or 4 (Local) rep points
just slaying ruffians in the slums at night. Not to mention the loot from them,
plus any cash they leave. Very sound advice for beginning parties.
