Perceived play balance, for sure... To be honest, I started with twice the
number of bombers in each wave, but talked myself into lowering it to what I
thought would be a more manageable level... 3:1 seemed like long enough odds
for the poor brits to face, and still make a game of it. :-)
I have not tested this scenario to see if it is really play balanced or not,
(don't have near enough planes) !! Just really seemed like an interesting
"what if" situation to explore on the game table. Hopefully achieving success
will prove challenging, regardless of which side is played.
Please excuse any true historical inaccuracies, I tried my best to include
good historical 'color' in the description of events, and to get the correct
(real and speculative) unit designations as best I could, based solely on my
limited research of the actual events.

only a total of 18 bombers to six buff--shouldn't there only be 2-3 buffaloes.
Also there were more torp equipped than bomb equipped planes.
