The easiest thing to do is to copy a Hindrance that is similar to the
one you want, and paste into your custom data sheet. Then change each
field as necessary. For example, Bad Eyes is a Major or Minor Hindrance,
so you could copy it.
There's no underlying mechanism to inhibit the addition of modern gear
other than through the display era, so you'll have to manually decide
what gear can be used or repaired. Thus, you won't need to worry about
differentiating the levels, other than selecting the right one.
