Okay, that makes sense.

There's also another setting that you could change to achieve the same effect without turning off applying selection rules globally:

• Select Utilities > Selection Rules
• Double-click Edges
• Uncheck Display Rule Set Edges
  

By default only the Edges from the loaded rule set are displayed. In NE, that means Arcane Background: Super Powers is the only AB. By changing this it will display all ABs from all loaded rulesets, including the core rules.
