IMO it is not any one particular model or unit in the Naga army that causes the problems but rather the ability they have to really stack bonuses. The Army

It's more the fact that Shahadet's Legion can be +4/+5 for ranged attacks every turn in that particular army with no negative effects. With All or Nothing SL
