I would hardly say it is dead. More like 98% complete.
Plenty of figures, AFVs, and terrain available. More now than ever.
Could new versions of the rules be churned out every few years? Sure. Would
it be commercially viable? I doubt it.

Allow me to toss in my two cents here.
If I upset someone here on the site, or at RAFM...tough...
Charlie Company is a dead game system.
It was allowed to die a slow lingering death by neglect.
Nothing promised, (the GM screen, the M113, new figs, etc.), has ever
come out of it as promised. The Charlie Company RAFM forums site is a
ghost town.
I tried to push interest in it, but when questions I ask FOR YEARS
gets unanswered and posts I make on the RAFM forum site asking valid
questions gets deleted by the moderator, and RAFM makes no attempt to
even answer questions here, then I would say, "Forget about it". Find
another rules system like "Dogs of War", or something.
I had a lot of faith in Charlie Company, as did some others.
Unforuntately we watched it slowly wither and die, becaue simply
put...the people in charge didn't care about it.
