Well you seem to both be right...

First there is the assumed rule: 1 attack and one defence, extra
actions are gained based on high dxterity and allow you to attack
and/or defend more than once in a given turn. You can't take more
actiosnt han your dexterity grants you though, ever. This is not
everyone's cup of tea or preferred style so there are alternatives (as
in one or another, but you can mix them, just know you are mixing
them).

Alternative n1: You declare actions, any action declared beyond the 1
attack and 1 defence brings a -2 penalty to all actions taken that
turn, meaning anyone declaring 2 attacks and 3 defence will be
suffering a -6 penalty to ALL actions, including his base defence and
attack, this does not cover on the fly extra defence actions, having
the same problem of the absic rule on that regard, but does not limit
multiple actions to those who have a high dexterity.

Alternative n2: You get your basic set of actions, but each action
beyond those has a penalty to itself (and not to all actions),
starting at -2 and increasing, so defending a second time would take a
-2 to that roll, if you then decide to attack twice times beyond the
free attack you would roll one attack at -4 and another at -6. This
one handles on the fly extra actions, but might end up giving too many
actions to the characters if your players have some degree of min
maxing in them specially when they can attack to avoid being attacked
too much.

Alternative n3: You take extra actions in one turn and the penalties
for it apply next turn, -2 per extra action to all actions on the turn
following the one you took them. Basic problem with this one is that
one might want to deliver, let's say, 10 attacks in one turn and kil
his enemy so next turn he has a penalty and nothing to apply it to.

Alternative n4: works with any of the above, if you are making a
sequence of attacks and fail to deliver one of them your are
interrupted and loose the follow up attacks, it is now your opponent's
turn to deal blows.

As you can see you are using one rule and your friend is pointing you
another one, find the one that works best with your group, I have
posted this while reading the multiple action rules on Ghosts of
Albion, which is the latest version of the cinematic rule set, meaning
it might not have any of the unclear phrases there might be on Buffy,
theya re still the same system on that regard though.

... As has already been noted, the rule as written is as you describe it: Everybody has one action (for attack or defense) and one defense-only action....
