I know that a teleporter can only be used ONCE per PHASE, but...

With one action, can both people on the teleporter battlestations be teleported?
I am tempted to allow it as long as both are going to the same destination and
with a -3 penalty. Then rolling separate hit allocations as well.

Obviously you wouldn't want to allow multiple teleport-o-bombs, but why not two
people at the same time?
Balance issue perhaps?
