Yes, Air Range is important -- it affects the sub warfare modifier, and it
affects the modifier for interception of raider groups.
Should the Allies have put RPs into some other air project in 1939 to have
available to switch into a bad air range research roll in 1939?
I think now that you are right about the Allies producing a SAC factor in 1940,
and especially in the spring turn.
