As your game shows, Air Range is an important project for the WAs.
A result can be guaranteed in 1940 but doing so might come at a cost.
But then, not achieving an Air Range 1940 can also come at a cost.
If the WAs had achieved an Air Range result, it is unlikely the Axis would
send three raider groups.
