I think a logical way to reinstate a USAT modifier in the event of severe transport losses would be a +1 for any turn that the number of operable transports

There are two ways of looking at luck in this context. Let's use the Russian winter roll as an example. Let's say the extreme, pro-Axis result (a mild winter)
