What sort of games are those two?? *has a few interesting C concepts*

[Both are Palldium games]; Primarily everything Heroes Unlimited,
Aliens Unlimited, all the modern stuff; The X-Patriots game is
ongoing, so you can jump right in(I'm running it); The other is also
the same sourcematerial(HU, AU, modern, etc.), but the person running
it wants you to contact him first before starting so he can work on
your Character w/ you...

game in the near future I am sort of Gameless at the moment having

board where members Post up messages for others to read; We HAVE done
RPGs, here(which can incl. a PbeM feature, if we chose), but the some
of RPGs we've done have branched out into other Groups, such as...

What about mixing OCCs and the effect it has on say, Hand to Hand
skills?

[The PC gains all the abilities of both OCCs; In cases where skills
overlap, use the highest bonus(do not combine them)-for Hand-Hand,
the same thing]

Or effective level for Psychic powers and/or Magic powers?

[Again, the highest bonus/rankings(discard the lower)...]

I know skills you have as one class and not as the new class no
longer increase, but what if you take Hand to Hand expert with two
diffrent classes? Use the higher level one? Add them togeather?

[As above, bonuses from the same skill are not combined, you take
the higher bonus-w/ H-H you pick the one you want, and stick with
it, you don't get it twice]; Martial Artists from the Ninjas &
superspies are a little different, in that some CAN have more than
one H-H; but the rules for that are the same as in that book(just
for them).

And what about things like your level for casting spells or using
psychic powers?

[You gain levels seprately; REMEMBER that XP for the levels of all
these Categories/OCCs/RCCs/etc. still holds for each class!]; This
means that each level in each 'Class' must be earned seperately, and
w/ seperate XP! ie., when you gain enough XP to increase any of your
classes, you have to pick the class who's next level you have enough
XP for, and raise that specific class-the others stay the same,
until you decide to use more XP to raise them at a later date(most
GMs will not allow you to raise more than one class/level each
session-even if you have saved up enough XP to raise them all).
The only Exception MIGHT be if the GM decides to simply have your
Character use the Mega-Heroe XP Table-in which case ALL your
classes/abilities go up, and have the same level, remaining even w/
eachother.

If you have two magic or psychic classes, do they combine? Or use
the higher one?

[No]; They still function & operate seperately. Magic & Psionics are
similar, but they same. Treat them as the seperate classes that they
are.

What if you gain a non magical or non psionic class level?

[Same as above]; Everything operates seperately, unless the classes
are naturally connected; ie. HU's Hardware Categaory.

It's pretty simply actually...
RCCs & PCCs are like deciding if your Character is human or note -
essentially chosing a "race" for what your Character is.
OCCs are about what training your Character has recieved - His/her
Job/skills...
Keep in mind that any Character Category, OCC, etc. can be mixed
together by simply aombining all the Stats/abilities/etc. - It just
means your Character will be very powerful, and likely akin to a Mega-
Heroe.

I am confused.

Now from what I have read in the Canada and Psyscape World Books it
appears that you can mix them.

From Psyscape you can mix Psi-Nullifier and Psi-Stalker and in the
Canada book you can mix the Momano OCC with the Nega-Psychic.

I Have a question fro Kevin Siembieda. Would you ever consider selling
all of the game books for a system, like for example a person could
purchase every Rifts book that goes with the game system from you
website. It would be awesome to be able to buy the whole collection of
a game system or even packages like all of the source books in one
package and all of the world books in another package. What an awesome
  way for someone that wants to dive into a system and create a
campaign then to get the whole set at once. Especially since one book
will refer you to another book for information.

I'm going to be interviewing him live "on the air" in a couple of
weeks for my Robotech TalkShoe program, "Space Station Liberty," and I
wanted to give RPG'ers a chance to propose questions.

Normally, I let callers ask their own questions--but given the
flamewars that tend to spring up around Palladium in the online
community, I thought it would be simplest to get questions from people
in advance.

So, what would you ask him? Serious questions, phrased in a
non-inflammatory manner, please. My interview will primarily cover
Robotech, but I will ask him such other questions as there is time.

I got the feeling that my choice of a Cyber-Knight may not have been
the most preferred choice...so, after reading through the newer
revamps in the new RIFTS book, I've come up with a few other concept
I intend to take a closer look at possibly creating(in general) -
Any of them could be possible choices for this Campaign...

1> Cyber-Knight...like a jedi, this adventuring justice-seeker
called "Priest" seeks those requiring unique help such as his...

2> Operator...the somewhat nomadic, Ian "Steelgrip" Starks travels
in his APC(or some other large vehicle) town to town, bartering his
skills for resources, hoping to give each place a better chance at
survivng the harsh world of RIFTS...

3> Techno-Wizard..."Crypt" is a weaponcentric mystic, who sells his
wares & talents as a mercenary for higher-the more the risk, the
more he likes it...

4> Psi-Stalker...Called "Hound", this female hunter travels the
wastelands looking for her next meal, and making a living as a
walking weapon...

5> Dragon...doubt, this will be O.K. for your game, but I will be
developing one, if you're interested...his name? "MOJO"

6> SAMAS Pilot/Elite RPA...Luke Bishop, is his name-combat is his
game...

payload as well.

I scale up the power of giant robots a bit (fifteen times the cost,
eighty times the weight... less then 50% greater MDC and firepower?),
though that wont be an issue for a while (I don't think I should
include Enforcers on my random encounter tables just yet).

And I restrict starting equipment to the lowest end examples
avalible, IE if you get one laser rifle, its not a Pulse Rifle or
Firebreather.

I reward personal initiative, completeing goals important to your
character but completely seperate from the storyline, I also reward
people for getting my obscure refrences, humor (I love a well done
pun), and for incredible acts of thinkitude, as well as good role
playing.

No  anti-social, completely unmotivated, or otherwise unworkable
characters.
