In HU, there is in fact such a skill...Pilot:Advanced(jet packs).
The same skill crosses over to RIFTS as a normal Pilot Skill; Jet Packs.
The penalties for non-skilled use vary depending on the Character & the
situation(& of course, the GM), but are generally extremely hazardous,
and can usually be fatal...
