The problem with the Senate was not supplying the arms, but supply arms
to slaves. That was the concern.
As to Marius and his reform of the army, I am not aware of any reforms
he made to the army except in some mention of a remodelled pilum, and
recruiting some of the poor to win political favour. As to a reform of
the organisation of the Roman army, Marius did zip.
