I'm going to upload a new version with arrow key movement/rotation
soon. Rodney Kinney told me that the Move Fixed Distance trait only
changes its direction based on the angle of the first Rotate trait
above it, but he will check if it's an easy fix for the upcoming
Vassal version. Until then you can use either the arbitrary rotation
or the arrow key rotation, but not both.
What do you think about adding additional key commands for the
movement: Shift-Uparrow = 1cm and ALT-Up = 10cm?
And I'd prefer it if you told me what you want to change before you
alter the module yourself, so we don't have a dozen different versions
out there and you save the time to edit the module. Of course if you
want a special version for you and your friends or just to check out
how the module and Vassal work, it's ok.

You can have 2 different rotate traits in a module, however, if you
use both during a game, Vassal won't know anymore where the front of
the unit is and will move your ship sideways, when you use the fixed
moved distance function.

Hey, Dezartfox here from V40k team, you might be able to have two
rotation things I think, just need to assign different key bindings to
them as far as I know, so for rotate you'd have Ctrl and arrows and to
move Shift and arrows, might work :P
Is that all you have changed? The forward backward movement with the
arrow keys is no problem, but having two different rotation traits in
the module is problematic. You can either use the arbitrary rotation
or the limited rotation during a game, or else the ship would move
sideways.
I requested an improved rotation trait on the Vassal forums awhile
ago, but haven't gotten a response yet. The developers have probably
already too much other stuff pending atm.

1) Install Java Runtime Environment. You can get it here:
http://www.java.com (You don't have to download it, if you install the
Vassal windows version)
2) Download Vassal here:
http://www.vassalengine.org/community/index.php?option=com_static&dir=downloads&\
page=index.html&Itemid=26
You can either download it by using Java webstart, or by clicking on
the link for the zip file which you have to extract manually. I think
the zip is outdated, better use webstart.
Or if you don't want to download Java RE you can download the windows
installation which is bigger but has the ability to update it. I don't
know if it's up-to-date.
3) Download the Battlefleet Gothic module from the modules section on
the Vassal home page.
Sometimes Internet Explorer adds a .zip to the file name, you can
delete it. And don't extract the archive. The name of the newest
version should be "Battlefleet_Gothic105.mod". That's important for
the extensions folder.
4) Download the extensions (.mdx files) and place them in a special
extension folder, which must be in the same folder as the module, that
has the name of the module and exchange the ending .mod with _ext.
("Battlefleet_Gothic105_ext" for the newest version)
5) Start Vassal with the shortcut or a double click on the .jar file
(zip version), select play module and choose the module you want to play.
6) When Vassal has loaded the module, use Alt-S to show the server
controls and click on connect. Now you are connected to the Vassal
server.
7) Create a room by typing something in the "New Game" textbox and
start a new game. Your opponent has to join the room and synchronize
with you, after you have started a game. (Right click on your name ->
synchronize)
8) Have fun! :)
