My guess is that there is shielding between the reactor and the truck cab,
and nowhere else. This is meant to be parked out in Siberia somewhere that
needs electricity. In true Soviet style, it's pragmatic without regard to
the environmental consequences. Park it outside the facility in a direction
where no one goes, and don't worry about what it does the the wildlife over
there.
