IMHO, officer actions do not count spells. My logic is that spells happen first, even before the officers attempt to hide. Plus I think it says in the rules...

I'm pretty sure that you can cast spells while hiding. Mainly, I think, so that you can manage your danger level. IE bless impulses while hiding in a gas giant...
