Please forgive a rather silly question... are you the one holding the Weasel Heavy captive? If so, that info will appear below your ship info. I'm certain that the phrase, "Weasel Heavy in captivity" will appear in your list of known criminals even if you are not the one holding the weasel.
Two other explanations:
1) This could be a feature designed to deter poor play - Heavies should be interrogated and released for cash or, if interrogation is without fruit, released for information. This will be relabeled a bug and fixed when Jeremy has enough caffeine in him to imagine that it was his idea.

2) (Everything up to this point has been teasing, intended to be taken with good humor.) Turning a criminal over to a prison is not an officer action. That is the main reason why one might opt to incarcerate as opposed to releasing for cash. Check the scrap menu and the one below that - it's been so long I can't remember which - and you'll find prisoner release options there... if you're holding a criminal at a prison. ;-)
