It matters, take the d4 again non exploding you have equal chance at 1-4 = 25% exploding you have equal chance at 1-3 but now you have 25% chance of 5-8...
John, where you are correct is if you are going against a pass/fail on a number lower than the max of the die type. Then the stepping never comes into play....
