Wagons always moving only one movement segment seems a good way to slow them
down.

As far as off-table at the start troops, there has to be a good way to make it
work. I very much enjoy scenarios where at least part of the forces enter from
off table at semi-random times and places. Perhaps allowing the Americans to
count British "Lulls" as "Periods" would be enough to speed the arival of their
troops.

I am not sure I want to use Iniatives as the sole clock because of the large
card swings possible. Perhaps a Command Test for each American Command Group to
enter at its designated entry point on each American "Move" card would work?
Just thinking out loud, require 3 movement segments to be rolled on the first
test, 2 on the second, and 1 on successive tests. On tied rolls the unit does
not enter and tests again at the same level next "Move".

Part of the problem with Grant's scenario is that he has the American's roll 2d6
for each unit for the number of "Periods" before they move on table, but does
not define how a "Period" should be interpreted, nor does he say how many
periods remain until nightfall by which point the wagons must be in the fort to
count for victory.

Ah, the joys of old school scenario writing. Still it is providing a fun game,
and helping me see how FoB mechanics interact with scenario design. A good thing
to know before a game against other people...

That being said, in your scenario I would make it so the wagons never
move more that 1 segment per Move card (if the commander rolls a "1"
then the wagons don't move). Or perhaps the wagons move as routers -
every time a Move card is pulled the wagons immediately move D6+D8
inches - no road bonus. You might also want the Yanks to come on
the first Move card instead of the 2nd - or perhaps the first Move
card after the Brits have pulled a Move card.
